When you post something there is an option to offer free shipping as far as I know.

well, i think you can offer free shipping for an auction item even if not a vip, but promotions, including free shipping are only available to vip sellers. i don't think free shipping is anything magical. if you can't do the promotions, you can essentially offer free shipping by adjusting your prices. the sharper buyers realize how much s/h costs, factor for it and will buy the cards they want at a total price that is agreeable. i have my free s/h set at 30 and more than once have sold cards at 29.95. i set my prices low enough, imo, that i really can't go offering free s/h on every order. i view the promotion as a way to encourage multiple item transactions. it hasn't really done that. sometimes i reset my free s/h level to $1 and while i do see some difference in buyer behavior, it really isn't that much. price and selection will do more for moving merch than any free s/h promo.
